Give each manager a goal from the top.
Set a net-value goal for an area, province, national or BU manager, then see it next to what their territories add up to.

Goals and territory targets are kept apart.
A goal belongs to a manager, not to a territory. In the Org goals tab you pick the manager, the month and the net value in USD, and save. The list beside it shows every goal already set for that manager by month.
Territory targets stay where they are. Setting a goal for a regional manager does not rewrite the targets of the reps underneath.
The gap shows up on its own.
When a manager has a goal, Team performance measures them against it and prints the territory sum next to it, for example "$56,200,000 (Σ $54,900,000)". If the territories do not add up to the goal, you see the shortfall before the month does.
The member drawer spells it out: the effective target, the sum of territory targets, and the goal set at that level.
