Decide which products each territory sells.
Managers assign each territory its SKU portfolio. Reps in that territory see and log only those products; with no portfolio set, they see the full catalog.
Assign the SKUs a rep in the selected territory may log against. Leaving none set keeps the full catalog.
Set it once in the Targets workspace.
Portfolios live on the "SKU portfolios" tab beside territory targets and org goals. Pick a territory, tick the SKUs it carries, grouped by category, and save. The banner shows how many of the catalog's SKUs are assigned.
"Remove portfolio (allow all)" puts the territory back on the full catalog. An empty portfolio is also allowed and means exactly that: nothing assigned.
Reps only see what they carry.
The products a rep downloads to their phone are filtered to their territory's portfolio, so the product list they log against and search when booking an order is the one their manager set.
Scoped and recorded.
A manager can set portfolios only for territories in their own part of the team; admins can set any. Every save and removal is written with an audit record in the same transaction, and a SKU id that does not exist in the catalog is refused by name.

Primary orders
Reps book primary orders against a distributor on their phone, with or without signal. The server prices every line from the published price list.
